Administration systems run the internal operations of a public body: human resources and payroll, movement and approval of files, procurement and tendering, spatial and land records, certificate issuance, and infrastructure monitoring. They are internal-facing, and their performance determines how quickly citizen services actually move.
A citizen waiting eleven weeks for a permission is usually not waiting on a decision. They are waiting on a file that sat on a desk, went to the wrong section, or could not be found. The bottleneck is internal and invisible from outside.
Digitising administration is therefore citizen service work at one remove. It is also harder to fund, because the beneficiary is not visible in the way a citizen portal is — which is why we recommend measuring and publishing internal cycle times, so the case for the investment is made with evidence.

Read moreUsually a citizen service first, because it demonstrates visible value and builds support for the harder internal work. But if internal delay is the actual bottleneck, a polished portal simply makes the wait more visible.
Design for them rather than around them. Interfaces in the local language, mobile access, training delivered by section, and a transition period where both systems run. Staff resistance is nearly always a usability or workload signal rather than obstruction.
