What is a file tracking system?

A file tracking system records the movement of files through an administration — which section holds a file, who it is with, how long it has been there, and what action is pending. It converts an invisible internal process into measurable pendency data.

Ask most administrations how long a permission file takes and the honest answer is that nobody knows. It varies by section, by officer, by whether someone chased. Without measurement, improvement is guesswork and accountability is impossible.

Tracking makes the distribution visible: the median is often acceptable and the tail is where reputational damage lives. Once you can see which stage holds files longest, the fix is usually a process change rather than more software.

Questions we get about this

Do we have to go fully paperless?

No, and attempting it immediately usually fails. Tracking physical files digitally — recording movement while the paper file still exists — delivers most of the visibility benefit with far less disruption. Digital noting can follow once the tracking habit is established.

Will officers resist being timed?

Some will, and the framing matters. Presented as individual surveillance it is resisted and gamed. Presented as identifying which stages are under-resourced, it often surfaces genuine capacity problems that officers have been raising unheard.
