Digital transformation strategy identifies which processes and systems to change, in what order, at what cost, and what the organisation must do differently for the change to hold. Without the last part it is a technology plan rather than a transformation.
Transformation programmes rarely fail technically. They fail because the new system required a department to work differently and nobody was accountable for making that happen, or because the people whose jobs changed most were consulted last.
So the plan includes the change work explicitly — who is affected, what they must do differently, who owns bringing them along, and what happens to the old process. A roadmap that lists only systems and dates is missing the part that determines the outcome.

Meaningful programmes run in years, which is why sequencing matters more than the destination. We structure so each phase delivers standalone value — if funding stops after phase two, phases one and two still improved something.
Expect it, and treat it as information. Resistance usually points at a real problem the plan missed — a step that was faster the old way, or a workload nobody accounted for. Involving affected staff during mapping rather than at rollout is the single most effective mitigation.
