It maintains the property register and assessment records, calculates demands under the applicable rules, issues bills, collects payment online and at counters, reconciles receipts, tracks arrears and generates demand notices. GIS linkage connects each record to its physical parcel.
Revenue leakage in property tax comes from three places: properties missing from the register, assessments that were never updated after construction, and demands that are raised but never collected. Software addresses the third directly and supports the first two through GIS reconciliation.
The collection half is mostly a usability problem. A resident who can find their property by a searchable identifier, see the amount, and pay in under two minutes will pay. One who must know an internal ward-and-serial code before the system will speak to them will visit the office, or not bother.
