What does an e-governance consultant do?

An e-governance consultant assesses which services and internal processes a public body should digitise, evaluates existing systems and capability, sequences the work against budget cycles and dependencies, and produces costed specifications that can be procured and delivered.

Sequence around budgets and transfers

Public sector programmes face two constraints commercial ones do not. Budgets are annual and unforgiving, so a programme that cannot show value within a cycle risks losing funding. And officers transfer, so a plan depending on one champion's continued presence is fragile.

Practical consequences: phase so each stage delivers standalone value, document decisions well enough that a successor can pick them up, and prefer several defensible smaller procurements over one large one that consumes a year in tendering.

Can you help us write the tender specification?

Yes, and where we do, we would normally exclude ourselves from bidding on that tender. Writing a specification and then bidding against it is a conflict, and stating that up front is part of why the specification is worth trusting.

What if we have limited internal IT capability?

That is the common situation and it shapes the recommendation. Systems requiring in-house maintenance that does not exist will fail after handover, so we plan for managed support or for simpler systems the existing team can genuinely operate.
