What is e-governance?
e-Governance is the use of digital systems to deliver public services and operate public administration — citizen platforms such as grievance redressal and tax payment, and internal systems such as file tracking, human resources and tender management. It differs from commercial software in its accessibility, audit and transparency obligations.
Why it is not just software for government
A commercial application can assume a motivated user with a decent phone. A citizen service cannot. It must work for someone on an old device with a weak connection, who may not read English comfortably, attempting this once in their life, with no alternative supplier if it fails.
It must also survive scrutiny. Actions are subject to audit and to information requests under the RTI Act, and staff will have transferred by the time a decision is questioned.
The usual components
- Citizen platforms — grievance redressal, service applications, payments, certificates.
- Administration systems — file tracking, human resources, procurement, spatial records.
- Transparency — published performance data and open datasets.
- Compliance — GIGW 3.0, WCAG 2.1 AA accessibility and DPDP Act data protection.
